Mr. Fred Tumwebaze is a competent Civil Engineer possessing a proven record of accomplishment in preparing and executing project plans and programs. He is currently the Head of Emergency Response and Recovery at Rwanda Red Cross, a humanitarian organization and auxiliary to the Government of Rwanda.
